Axiomatic rules for boffins

In an article for Computer Weekly, Greig Baker managed to shoe-horn Abraham Lincoln’s saying about axes into an explanation of the Government’s proposed cyber security rules. The main point is that key decisions are being delayed, which hinders efforts to protect people, businesses and public services, and could limit our economic options outside the EU.
